Superintendent Statement on LGBTQIA Youth and their Safety at School:

Dear PVUSD Community,

We believe in valuing and supporting all of our students and staff to have opportunities that build off of their interests, talents and passions in a high quality and safe learning environment. To this end, we want to ensure that the District combats racism, sexism, and other forms of bias, including sexual orientation and gender identity bias, within its schools (California Education Code §§ 200, 201, and 220).  Similarly, both the state and federal constitution guarantee the District's students and staff equal protection under the law.  The District, and I as the superintendent, has an affirmative obligation under California and federal law to provide a safe (free from harassment and discrimination) educational environment for its lesbian, gay, bisexual, and transgender (LGBT) students and staff.

An essential part of that obligation includes advocating acceptance and respect for LGBT students and staff, in the same way we do for all students and staff.  This includes the fact that all staff has an affirmative duty to protect LGBT students from emotional, verbal, and physical abuse from their peers.  It is also the school district’s responsibility to protect a teacher's or a student's constitutional guarantees of freedom of expression and speech as supported by Education Code § 48907.

It will be our continued and firm commitment to treat each person with respect, to protect the safety of all students and staff on all of our campuses, providing a safe place to learn and to teach.

Sexual Harassment Policies
  • Under PVUSD Board Policy (BP) 5145.7 the Governing Board prohibits sexual harassment of students at school or at school-sponsored or school-related activities. The district strongly encourages any student who feels that he/she/they are being or have been sexually harassed by another student or an adult to immediately contact his/her/their teacher, the principal, or any other available school employee.
  • PVUSD Administrative Regulation (AR) 4145.7 designates Dr. Chona Killeen, Assistant Superintendent, Human Resources to investigate and resolve all sexual harassment complaints.
